A couple of men doing a remodel in a Kennewick apartment debated over whether to call police on a mother who left a 19-month-old child on a balcony alone for two hours during 100-degree weather.

Kennewick police decided to conduct a "welfare check" and entered the apartment. They initially found no one but eventually discovered the child's 19-year-old mother beneath a comforter asleep, under the influence of drugs.

Police gave the child water and called protective services, who knew the family and took custody of the girl.
