The child was one of two fatalities.

The Oregon State Patrol is continuing to investigate why a car driven by 23-year-old Fernando Javier Casteneda crossed the center line on I-84 just East of Boardman Thursday night.

Around 9:30 pm, Castenada's vehicle crossed over, slamming head on into a car driven by 44-year-old Tami Graves of Burbank.  Her 3-year-old niece, Emmalee Kitchen, and Castaneda, were both pronounced dead at the scene.

Graves was treated for non-life threatening injuries at Good Shepard Hospital in Pendleton.  The accident closed the Eastbound lanes for about five hours following the crash.
