With the announcement of a Level 3 sex offender relocating in Kennewick,  police urge the public to make use of their monthly briefings on the activities and monitoring of such individuals.

Justin Levi Lorin Linville, a 21-year-old,  is now reported to be living in the 200 Block of South Elm Street in Kennewick.  He is listed as a Level 3 offender, which according to the widely utilized King County offender standards,  could be likely to re-offend.

He was incarcerated for three charges including child molestation in Benton County in 1997, and counts of communication with a minor for immoral purposes in 1998 and 2002.   He is currently not being sought by authorities, but is  not under direct supervision of the Department of Corrections.  Linville is pictured below.

Kennewick and other law enforcement officials say once sex offenders have fully complied with all terms of their incarceration and programs, they are required to be released.  All the police can do is monitor them.  Kennewick has an officer who's primary job is to track and monitor the whereabouts of such offenders.

Registered offenders are required to check in with police, depending upon the serverity of their offenses, and are mandated to notify police if they move. They are not allowed to reside within certain distances of schools, playgrounds and other sensitive areas.

The public is urged to attend sex offender briefings offered on the second Wednesday of each month at the Kennewick police station,  located at 211 West  6th. Avenue.   Meetings being at 6pm.  Officers will provide information about where all the registered offenders are currently located, and tips and information for how the public should deal with them - safely and legally.
