The Public Records Act is designed to keep the government honest by giving citizens access to records. Donna Zink, a former mayor of Mesa, has been regularly requesting documents from Mesa since 2003, and was frequently pushed aside.

Because of this, Zink has been granted $353,000 by Franklin County Superior Court Judge Bruce A. Spanner for 33 accounts of Public Records Act violations.

Mesa's population is around 500, and their annual general fund budget is $115,000 -- so this will be a heavy hit to their resources.

The town's attorney, Ramsey Ramerman, is expected to petition the court to lower the penalty. The payout will come from the their general fund budget, so it would take a very long time to pay off.
