He has flirted with 40% approval before, and previous public opinion polls have had him at new record lows for various stages in his Presidency. But for the first time ever, Obama's overall approval rating fell below 40%.

He recently had an approval rating as high as 53% after the Osama bin Laden assasination, but recent economic and politial events have contributed to him dipping below 40% for the very first time.  That comes with a 54% disapproval rating.  For complete polling data, see more from the Gallup Poll courtesy of the LA Times.  No surprise that  with his approval ratings dropping, and policies being questioned, Obama is leaving for a three day "bus trip" through the Midwest.
