Most of the time, when a pedestrian is struck by a vehicle, the driver is cited. Same for bikes too.

But in this case, the guy trying to cross Clearwater Ave Tuesday night will be cited.

Police didn't say what the cross street was, but around 9:37pm a man trying to cross the busy street was hit by a car. He was taken to TRIOS Southridge ER, his injuries were not given. However, police say the 34-year-old man was trying to cross in an "unsafe manner" and will therefore be cited.

Of course you feel bad for his injuries, but when a person 'brings it on themselves' due to obviously misguided behavior or bad judgement, it's harder to feel sorry for them.

You can't just "Usain Bolt" out across traffic and expect vehicles to stop on a dime. No mention was made if he was wearing clothing that allowed him to be visible in the dark.
