If the Kennewick Police felt the need to remind drivers of this remedial concept, how bad do you think its gotten?

How many people do you see NOT following this properly?

I can't tell you how many stink eyes and middle fingers I've been flashed over this very concept:  You're turning right, so stay close to the curb. If you float out, you'll smash into me, because I'm assuming you're following the rules of the road.

My question: Since right turners have the right of way, and the vehicle turning left strikes the car turning right, but not in the outside lane, who's at fault and receives the notice of infraction?
