A 45-year-old Irrigon, OR man is jail again after being arrested for the 19th time, according to Hermiston Police.

The information released by Hermiston Police was to thank citizens for their watchfulness and reporting unusual or criminal activity, but the perp's arrest record is what jumped out at us.

Cap. Enyon of the HPD reported around 2AM Tuesday morning a citizen called 9-1-1 to report seeing a man moving items from a neighbor's house (they weren't home) and loading it into a pickup truck.

Police arrived and found Russel Proctor, a multi-repeat offender, at the scene with the stolen goods. He's now facing a new slew of charges, to go with the laundry list he already has.

Authorities say Proctor has been arrested 19th times previously and received at least 54 citations. The latest total now includes: (from Hermiston Police)

"...Burglary, theft, criminal mischief, felon in possession of a firearm and unlawful possession of a firearm charges as well as a local supervisory authority (LSA) warrant for his arrest."

Hermiston Police said he has a "significant history," which would be an understatement. But thanks to the alert citizen who called it in. So many times, law enforcement agencies are able to locate, ID, and capture suspects based upon tips from folks like you and I. Keep it up!  It makes a difference.
