Due to certain no-pursuit laws still in effect, Richland Police could not directly chase suspect but began an extensive search after a driver crashed the vehicle a short time later.

The chase was believed to have been over a suspected DUI

The girl had heard footsteps behind her and said she was grabbed by her hair, but was able to run off.

The suspect tried to outrun Deputy, but then a mechanical issue slows him down, allowing the Deputy to pit maneuver him into a field.

Suspect was located and arrested in Stanfield, OR

August 22nd, Kennewick Police and Benton County Deputies were called to the Circle K on Columbia Center Boulevard about an unresponsive man.

you may recall back on the 10th, authorities were attempting to apprehend wanted felony suspect who shot at them, stole a vehicle, then finally stopped with a pit maneuver.
