Odds are long enough you will win anything substantial with the lottery, regardless of what state you play it in, but when you win, well, you expect your money, right?

Not so in Chicago, where a failure by lottery officials to key in necessary security verifications caused nearly $159,000 worth of winning checks to bounce higher than a dunk by Bulls superstar Derrick Rose.    A Chicago/Illinois lottery official said the checks "were returned", not bounced, because there was enough money to cover them.  But for the 85 winners,  it was an irritating situation.  The state says they will reimburse any late, overdraft or other fees resulting from the 'bounced' checks.
