The Silent Majority Foundation is a group that was created to fight for citizens' rights in the wake of multiple laws being broken and freedoms taken in WA state during the pandemic.

It was created in part by Pasco City Councilman and Attorney Pete Serrano and is also working with Hanford workers and others in a variety of mandate-related situations.

The suit says Rykdal is violating Article IX of the Washington State Constitution, the Basic Education Act, and the Separation of Powers Doctrine by conferring upon himself enforcement powers of proclamations and enforcing them by threatening to withhold funding from Districts for non-compliance.

February 9th, a lawsuit was filed in Benton-Franklin Superior Court, accusing Superintendent of Public Instruction Chris Rykdal of overstepping his boundaries in threatening schools.

The suit, which is 58 pages long says on December 30, 2021, the SPI issued emergency rule WSR 22-02-044, which illegally and un-Constitutionally allowed him to become an enforcer of Gov. Inslee's proclamations; in this case, the mask mandate in schools.

Serrano and the Foundation argue that the funding is granted legally by the State Legislature, and therefore not subject to his 'tampering with' (simplified with our words).

The suit says the SPI lacks the authority to override the Legislature in denying funding, and he made no attempt to hide the fact that he was establishing illegal "terms and conditions" for schools funding, based upon their following the emergency proclamations and mandates.

Ironically, this week, Reykdal called for lifting the mask mandate in schools...
