Finder's Keepers is NOT the accepted standard when it comes to other's property, especially debit cards.  Sure if you find a watch lying in the road, probably hard to locate the owner. But not in this case. Here's more from Pasco Police:

" It happened at the HAPO walk-up ATM on Road 68 on 030120 at about 1 PM. The victim (he’s the gray oval in one photo) left the debit card. The suspect used it to run another transaction, a withdrawal, then left with the card and the cash. The suspect, who had been standing in line to use an ATM, did NOT run a transaction with his own card; he just left after the fraudulent transaction.

The card depicted is the suspect’s car; it appears to be a newer red Honda Accord with aftermarket rims, or similar car. The suspect is described as a black male in his 20’s."
