According to the CCSO:

"In general, the law allows a person to enter a vehicle to render aid when the following conditions are met:

• The vehicle is locked, or the person/animal cannot exit without assistance

• There is a good faith, reasonable belief of imminent danger of harm

• Law enforcement or 911 is notified before entry

• No more force than necessary is used to gain entry

• The person remains with the child or animal in a safe location near the vehicle until help arrives."

The exact figures for WA state are not known, but based on LE reports, in 2025, at least a dozen children, mainly toddlers and infants, were rescued by passers-by who broke open windows to save them. National data from the National Highway Traffic Safety Administration reported 31 deaths of children from overheated vehicles during heat waves.
