The Washington State House Democrats are set to unveil their 2015 budget proposal, and it features new taxes in the name of "education."

Unlike Senate Republicans, who say educational demands can be met without new increases, House Democrats are parroting Gov. Jay Inslee's desire to institute a capital gains tax, tax bottled water (which voters rejected twice) and seek to eliminate 7 other tax breaks to pay for their budget.

The Democratic budget contains a new tax on capital gains over $25,000 for an individual, $50K for a couple, and also raises the already high Business and Occupation tax (B&0) and would apply a sales tax on bottled water.  This last tax was rejected by voters, but House Democrats say the money is needed for education.

What they're referring to is the controversial McCleary State Supreme Court decision, that requires the state to spend certain amounts of money on education each year.

The B&O tax on gross business receipts (total profit taken in before expenses) would go from 1.5% to 1.8%.  Never mind that each month businesses flee our state due to excessive taxation; House Democrats say the money is needed.

However, such proposals are almost certain to be shot down in the GOP controlled Senate, where the Coalition of 25 GOP and 2 Democrats have thwarted previous such attempts to tax Washington residents into oblivion.
