Level 3 Sex Offender Moves Into Richland Neighborhood

Richland police said Monday a Level 3 offender has notified them he is living at a home in the 1800 block of Symons Street in Richland.

38-year-old Kenneth Christopher Martinez has been trespassed from all schools, playgrounds and libraries in Benton and Franklin Counties. In 2007 he was convicted of sexually assaulting a 32-year-old mentally disabled female. In 2000 he sexually assaulted a woman whom he knew, say police, and in 1996 he sexually assaulted a 9 month old female infant.

Authorities are required to notify the public of the whereabouts of paroled offenders or those who have completed or satisfied the terms of their incarceration. A Level 3 offender is considered the most highly likely to reoffend.
